Abstract

งานวิจัยเรื่อง การศึกษาพัฒนาการกองทันสวัสดิการชุมชนสู่กองทุนสวัสดิการรัฐสมทบ กรณีศึกษากองทุนสวัสดิการชุมชนจังหวัดนครศรีธรรมราช มีวัตถุประสงค์เพื่อศึกษาพัฒนาการกองทุนสวัสดิการชุมชนจังหวัดนครศรีธรรมราช กระบวนการปรับเปลี่ยนกองทุนสวัสดิการชุมชนสู่กองทุนรัฐสมทบและผลที่เกิดจากกระบวนการปรับเปลี่ยนกองทุนสวัสดิการชุมชนสู่กองทุนสวัสดิการรัฐสมทบ โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ผลจากการศึกษาพบว่า พัฒนาการกองทันสวัสดิการชุมชนสู่กองทุนสวัสดิการรัฐสมทบ กรณีศึกษากองทุนสวัสดิการชุมชนจังหวัดนครศรีธรรมราชมี “ช่วงเวลาสำคัญ” แบ่งออกได้เป็น 3 ยุคสมัยด้วยกันคือ 1) ยุคของการริเริ่ม ก่อตั้งกลุ่มออมทรัพย์ในประเทศไทย โดยกรมการพัฒนาชุมชนกระทรวงมหาดไทย ในปี พ.ศ. 2518 กล่าวได้ว่า เป็นช่วงเวลาที่สำคัญซึ่งทำให้ชุมชนได้เข้าใจในการใช้ กลุ่มองค์กรชุมชนเป็นเครื่องมือสำคัญในการแก้ไขปัญหาปากท้องของตนเอง 2) ยุคการเกิดขึ้นของกระบวนเครือข่าย “ยมนา” ปี พ.ศ. 2527 แนวคิดของเครือข่ายสามารถเชื่อมโยงทรัพยากรชุมชน ยาง ไม้ นา หรือ เขา ป่า นา เล ของจังหวัดนครศรีธรรมราชและจังหวัดใกล้เคียง โดยผนึกกำลังกับทุนเงินตราของชุมชนที่มีอยู่ เช่น กลุ่มออมทรัพย์ของชุมชน ธนาคารของชุมชน จนทำให้บางชุมชนสามารถยกระดับไปเป็นผู้ประกอบการชุมชน ทั้งรูปแบบของธุรกิจชุมชนและวิสาหกิจชุมชน 3) ยุคต่อยอดโดยรัฐ โดยเชื่อมโยงกับกองทุนสวัสดิการชุมชนเดิมของขบวนชาวบ้านที่ทำอยู่ในชุมชน หมู่บ้านซึ่งยังไม่ครอบคลุมสมาชิกส่วนใหญ่และยังเป็นกองทุนสวัสดิการชุมชนขนาดเล็ก กระจายอยู่ตามหมู่บ้านในตำบลหรือตามชุมชนในเขตเทศบาล เพื่อยกระดับกองทุนสวาดิการชุมชนให้มีขนาดกองทุนใหญ่ขึ้นครอบคลุมสมาชิกทั้งตำบลและทั่วถึงทุกชุมชนในเขตเทศบาล โดยการออมของสมาชิกวันละ 1 บาท สำหรับกระบวนการปรับเปลี่ยนพบว่า กองทุนสวัสดิการชุมชนสู่กองทุนสวัสดิการรัฐสมทบจังหวัดนครศรีธรรมราช มีการขับเคลื่อนเชื่อมโยงให้เกิดกองทุนสวัสดิการกองทุนระดับตำบล/เทศบาลที่เกิดฐานกองทุนใหม่ที่ครอบคลุมเชิงพื้นที่และจำนวนมาก โดยต่อยอดจากกองทุนสวัสดิการชุมชนที่มีอยู่เดิมซึ่งกระจายตัวอยู่ตามหมู่บ้าน/ชุมชน ส่วนใหญ่ยังเป็นกองทุนขนาดเล็กและยังครอบคลุมจำนวนฐานสมาชิกอยู่ในจำนวนน้อย อย่างไรก็ตามยังพบอีกว่าขบวนองค์กรชุมชนสวัสดิการชุมชนจังหวัดนครศรีธรรมราช สามารถใช้ฐานขององค์กรการเงินชุมชน เป็นเครื่องมือในการสร้างขีดความสามารถของระบบสวัสดิการชุมชน โดยได้เชื่อมโยงทุนชุมชนในมิติต่างๆ เช่น ทรัพยากร ป่า ดิน น้ำ ขนบธรรมเนียมประเพณี ศิลปะ วัฒนธรรม ภูมิปัญญา เป็นต้น ดังนั้น อาจเป็นไปได้ว่า ระบบกองทุนสวัสดิการชุมชนรัฐสมทบระดับตำบล/เทศบาล ซึ่งรัฐบาลส่วนกลางท้องถิ่น สมทบครั้งที่ 1,2 และ 3 เมื่อแล้วเสร็จตามกระบวนการ ควรศึกษาความเป็นไปได้ถึงรูปแบบและกระบวนการในการเชื่อมโยงขยายกองทุนสวัสดิการรัฐสมทบไปสู่การสมทบสวัสดิการชุมชน ในมิติของฐานทุนชุมชนอื่นๆ ซึ่งนอกเหนือจากฐานองค์กรการเงินชุมชน เช่น ปลูกต้นไม้ หนึ่งต้น รัฐ ท้องถิ่น สมทบหนึ่งต้น เลี้ยงปลาหนึ่งตัว รัฐ ท้องถิ่น สมทบปลาได้อีกหนึ่งตัว เป็นต้น อันจะนำไปสู่ระบบสวัสดิการชุมชนรัฐสมทบที่เกื้อกูลต่อทุกสรรพสิ่งในที่สุด.
